Electrical Jack Problems of Cadillac CTS

I have a 2010 Cts Cadillac; I was involved in an accident on 9/3/2013 in which I was t-bone by some running a red light my airbags didnot deployed, I have injuries from that accident that I am still dealing with. I was stopped at stop light in a 2 way left turn I was on the outside the blind side. When the light turn green a slow pulled out and made a wide turn to give the truck on my inside plenty of room the next thing I remember I was spinning in the road, over $7000 in damage to my car, I have serve nerve damage to my left hand, elbow and a torn rotator cup. This accident happen at the intersection of hwy 17 & hwy 24/258 jacksonville, nc coming home from my grand daughter 3rd birthday party.

While jacking up the right front side of the car the jack broke at the base of the jack where the two levers connect and the car fell about a foot the garage floor. The jack was seated level on the concrete floor and in an up right position. I was not under the car, so I was not injured. The jack has only been used about four previous times.

I purchased a 2009 Cadillac Cts4, I just recently had a tire blow out due to road hazard which made the tire not repairable. When I pulled over to put the spare on I discovered there was no spare no jack no lug wrench. ,. But just an electric tire pump and a seal kit in the wheel well. Luckily I was only a few blocks from home but my point is I could have been stranded in the middle of nowhere with nothing to temporarily fix/replace the bad tire. After contacting the dealer on the following Monday they ordered a tire and replaced it. I questioned why no spare and they could not answer,just said "that's gm for you" they said they could order a spare tire kit for $340. 00 which I did and just rec'd today. With that being said,my question is how can they sell a car without a spare,jack,lug wrench??? every new car I have purchased over the last 30 plus years has always had a spare!!. Isn't it required under dot regs. Thank you.
