During extremely cold weather (near or below 0 degrees f), electronic power steering failure has occurred upon vehicle startup. Once the vehicle is thoroughly warmed up during these conditions power assist returns. I was advised two winters ago by a gm service manager to 'let it warm up for a few minutes' before driving off. Fifteen minutes didn't do it two days ago when I left work, and ended up muscling it home - turns from a stop were extremely difficult. Today I had errands to run after work and the system did not return to 'life' until after my third stop -- about 38 minutes of combined city & highway driving, leaving it running during my stops. Driver information center (dic) indicated the failure at vehicle start. Multiple attempts to shutdown and restart had no effect.
