Defect #1: brakes stick closed at random times. Seems related to engine rpm and to deceleration. Defect #2: drivers side seat belt & harness will not extend at random intervals. Inertia reel appears to lock several times as the belt is deployed.

The seat belts twist and jam in the belt guides. I have been able to unjam them every time with some fiddling. However it is time consuming and sometimes it happens with the belt on and this makes it very difficult to drive with the belt locked in one position. The steering column lock failed to disengage and the steering wheel won't turn. I am in a Corvette club and this is a common problem with 1997, 1998, and early 1999's. Ref. In ea02-031.
