After having the repair done for a total of $137. 88 two weeks later a recall was issued for the Malibu, the dealer checked the consumers VIN and found that it was not included in the recall. So they refused to reimburse the consumers repair bill.

They will flash once or twice and quit working; in addition, they will work for a moment then quit working then begin working again. Also, rarest of all, they will work fine. There is a recall on the turn signals and hazard flashers for the same make, model, and year; however, gm has told me that it does not cover my vehicle. Obviously, the problem that I am experiencing is the same or similar to the problems experienced in covered vehicles (if, in fact, mine is not a covered vehicle). This has been happening for several months without an obvious cause. There are no conditions which made my car immune from this problem, but it happens less when I run the air conditioner.
