The paint on the hood is coming off and fading out bad.

This car has been damaged from the day we purchased it, we were finally told it was more than likely tied down too tight on the delivery truck. It has many issues such as the body doesn't line up, the electronics are bad and the care has shut down going down the freeway twice, the paint is dirty and peeling, the gm rep said there was nothing they can do to fix the vehicle but they will not stand behind it and refund my money or give me another new one.

I have a 1999 chevy Malibu. I noticed last year about August around my gas tank the paint was starting to bubble, so I took it in to a chevy dealer in livonia to see if there was a warranty on the bubbling paint, they had told me the warrant was up on that, they had also said that they had been getting a lot of complaints about the same issue from other owners of a 1999 chevy Malibu. I wanted to know if general motors is going to have a recall on that, or do I just have the problem fixed by a body shop?.
