Front Seat Belt Buckle Assembly problems of the 2000 Chevrolet S10

Received recall notice 00v228003 in mail, and took vehicle to dealership. Repairs not done due to no appointment. Made an appointment, and came back on that date. Was informed by service manager that no parts were available for seat belt buckles. Contacted manufacturer, who indicated parts only sent if vehicle required it after being inspected by mechanic.

Front passenger side seatbelt, it locks up but will not unlock unless you unbuckle it. It has to be unlocked and brought all the way back before it will unlock. I have had it replaced at least three times and it still does not work correctly.
