I have a 2003 s-10 that when it is damp out due to rain or melting snow my rear brakes will lock up. I have taken it to 2 different mechanics and they both say the rear brakes are out of adjustment. After a few days it happens again. Again the mechanics claim the brakes are out of adjustment. It has been in the shop a total of 4 times between the two mechanics each saying the same thing. It is slowly getting worse and has caused me to skid and at times "get sideways" in the road. I have since parked the truck and am driving a different vehicle.
Emergency brake lever failed to latch in locked position.

2002 Chevrolet S10. 60,480 miles. Manual transmission. 2wd. Parking brake failed and truck started to roll backwards down the driveway. I was working near the truck and heard a loud pop, same as when manually releasing the brake. I looked up and the truck was rolling. I jumped in a applied the hydraulic brakes to stop the truck. Parking brake pedal is totally without any resistance. Something in the brake system is broken.

The hand brake was also applied but failed to engaged or slow down the vehicle. There was no warning signals prior to the incident. The service dealer was alerted and admitted that there were other vehicles of the same make and model with this problem. The manufacturer was notified and offered to analyze the vehicle.
The emergency brake pedal assembly failed without warning. As a result the vehicle begin to roll. The dealer states the plastic flange on the left of the ratchet tensioning spring spool broke, which jammed the brake mechanism. When the consumer applied the brake while stopped, it would not set and the vehicle rolled back.
