19 problems related to horn assembly have been reported for the 1996 Dodge Caravan. The most recently reported issues are listed below.
The contact owns a 1996 Dodge Caravan. The contact stated that while driving at an unknown speed, the contact noticed that the horn failed to function. In addition, the odometer displayed an incorrect reading and the air bag warning light illuminated. The vehicle was taken to an independent mechanic who diagnosed that the clock spring needed to be replaced. The vehicle was not repaired. The manufacturer was not notified of the failure. The contact was aware of NHTSA campaign number: 02v293000 (air bags), but the VIN was not included. The failure mileage was unknown.
The vehicle was making a popping noise when accelerating. Also, the air conditioner did not work, the electrical doors were defective and horn did not blow.
The cruise control,and horn began malfunctioning about 6 months after I bought my used Mini van. I now have no horn or cruise and air bag is is dought. I have heard that the clockspring in the 1996 Dodge vans have been defective. I need to know if the new ones have been inproved, or if they or going to be replaced as a matter of safty. Also from time to time the wiper blades come on and go off by them selves. And one time the radiator fan came on the middle of the night by it self and drained the battery dead. I also have a simmy in the front end at 35 to 45 miles per hour.
Consumer states that the vehicle horn does not work. Also the airbag light stays on while vehicle is running. Consumer states that the vehicle only has high beam lights that work in vehicle. Dealer notified. Ts.

At time of using horn to communicate or alert other drivers, horn will not operate, and could not be fixed by dealer. Please provide more information.

Clockspring "broke" airbag light came on and horn/cruise control would not work . Replaced, but same symptoms are happening again. Transmission failed and was replaced. I found this has happened in so many minivans made by Chrysler.
Multiple warning lights came on, including brake, air bag, fuel. Horn stopped working.

The two times we had failures with similar symtoms (horn, engine light, cruise, wipers, etc. . . . ) different parts were replaced. Recently we had another "fluke" with the wipers going haywire (starting on there own) but it has not done it again since.

Consumer has contacted dealer on a number of occasions due to inoperative horn assembly. Fueses, wiring and other parts have been replaced. Problem still exists.
Design of horn in middle of steering wheel makes it difficult to activate horn during panic stopping and very frigid weather; caused an accident.
