49 problems related to horn assembly have been reported for the 1996 Plymouth Voyager. The most recently reported issues are listed below.
While driving horn was inoperative. Dealership did not repair the recall because the consumer was over 70,000 miles recall limit.
Vehicle was taken to the dealer because the air bag light illuminated. Also vehicle was taken to dealer for recall 02v293000 clockspring repairs. Dealer attempted to repair the problems under the recall, but was only able to fix the horn. Air bag light was still illuminating, and cruise control did not function. Consumer requested a call back.
Basically, this vehicle has had several electrical problems since I have owned it ( I am the original owner). The windshield wipers go on intermittently , I have put 3 or 4 new batteries in it. The alarm system does not function properly. I have heard the NHTSA is investigating the air bag, horn and cruise control problem. Has any decisions been made so that I wont have to pay $300. 00 to fix this defect. ****dimsii ivoq entry posted after 12/12/02 cut-over to artemis****770839.
Horn does not work, and airbag sensor light is on. Consumer feels airbag may or may not depoy. Can't warn other drivers. Cause unknown. Please provide any further information.
The problem is that the air bag warning light stays on, horn cannot work, and lose the cruise control. This indicates the malfunction in air bag system, horn circuit, and the speed control.
Seems to be a common problem with Chrysler vans. Something to do with a clock spring, that is in the steering wheel column. I have found other examples on the internet and there was mention of a class action law suite. Costs around $190 to $260 to fix. My father in laws Chrysler van has same problem with air bag light. Not sure about horn.
During hot weather dash air bag indicator light illuminated, horn did not function & cruise control no longer functioned. Certified service center has identified problem is due to clock spring in steering column (ref NHTSA action #: ea01007). Air bag light came on first. . . Cruise control still work intermittently. Did not become aware of horn malfunction until needed for collision avoidance (near miss, no damage). Reference NHTSA recall # 98v046 for same issue in different make vehicle by same manufacturer. Reference Chrysler TSB # 08-010-01 may 01 that covers broad range of makes and models. This investigation was opened in Feb-2001. Why was a recall issued on wrangler and not minivan when both use same system?.
Investigation currently open by NHTSA ea01007. My airbag light would come on and sometimes extinguish during driving but come back on later. Finally the airbag light stayed on constantly. Over the course of a month, the cruise control and horn quit working as well. I inadvertantly stumbled across this open NHTSA case while looking for a wiring diagram to begin looking into the horn problem first. While the van is 6 years old I understand that Dodge/Plymouth have replaced over 400,000 clock spring assemblies. The dealership charged me $223. 30 to replace the part including labor. It would seem that a fair amount of these assemblies have failed which I would expect to last for the lifetime of the vehicle. I would have been willing to pay for the part if Dodge/Plymouth would install it for free. Not only did they charge to install it, they were ready to charge me an additional $70. 00 diagnostic fee if that wasn't the problem. I'm very disappointed that Dodge/Plymouth is very well aware of this problem which is obviously safety related as I have driven around for 2 - 3 months with an airbag light on which I'm sure others are doing and then they make a nice profit on charging me to fix a defect they are very well aware of. If I can answer any other questions, please feel free to contact me.
The horn quit working, cruise contron quit working, air bag light remained lit after starting.
Horn failure and cruise control. Dealer says clock spring has failed. Dt.
Airbags lights stays on/ speed control and horn do not work. Clockspring failure.
The air bag/ clockspring was defective and affected the horn, cruise control and automatic locks. This is becoming a common problem for vehicles similar to my make, model and year, according to our mechanic. Upon research via internet, its an apparent problem and yet a recall has not been issued. I would like reimbursement since this was defective. Thank you for looking into this matter.
Airbag light has come on, and horn and cruise control stopped working.

Airbag light came on, horn and cruise control stopped working. Dealer replaced clock spring assembly.
Consumer took a road trip and airbag light stayed on. Cruise control went out, and there was no horn. Dealer stated clock spring goes out of adjustment, drops contact, and everything drops down. Repair included removing airbag and steering wheel, cost $375 to fix. Consumer states the clockspring was replaced on 25-Jul-01 and until it had been replaced the airbag, cruise control, and horn were inoperable.
Failure of this part rendered the airbag system ineffective. Also the horn would not work, nor would the cruise control work. Approx $230 to fix. T work.

Clock spring in steering column has caused airbag light to come on, horn to fail, and cruise control to stop working. Dealership has repaired this defect at consumers cost. Please provide any additional information/attachments.
Airbag light came on, horn and cruise control quit working.
The airbag light stayed on and the horn failed to work. I took the vehicle to a dealer for an inspection. They said they found the d/s squib circuit open and clockspring inop. They replaced the clockspring{#4687630af} and seal pkg{cbxg8450}. The total cost was $217. 18. I also had recall #845 corrected at this time as well. Two safety issues on the same vehicle is not a comforting situation. I am very concerned of the reliability of this vehicle as my wife is the primary driver to transport my children. Your attention in this matter is greatly appreciated.
Ea 01 007/air bag clockspring : vehicle experiencing no horn and air bag light remaining on. Dealer / manufacturer were not notified at this time. Cruise control locked up while driving.

I needed to use my horn to warn another driver who was cutting in front of me and discovered that my horn would not work. My airbag light also was on. I tried other features and found that my cruise control would not work. I took the van to the dealer who informed me that I needed to replace my clock spring in order to get power to the nonworking features. I am reporting this as a result of an article in the news regarding your investigation of defective clock springs in daimler Chrysler vans 1996-2000.
Please help. Air bag light on dashboard is on and my horn doesn't work. Dealer told me minivan is out of warranty and would cost close to $500. 00 to fix. I'm a disabled 69 year old vet and I can't afford to fix it.

When airbag light came on, horn stopped working, along with cruise control. Reported via phone immediately to service dept. Stated common failure. Able to diagnose over the phone. Told me "not to worry" because airbag would not deploy. Light indicated failure. Had to pay dealer $295. 55 to have repaired.
