1 Emission Control problem

My 2009 vw Jetta tdi had the engine light come on. The dealer said it was an 048 code for exhaust flap failure. This is a key part of the emission control. They told me it would cost $655 to replace. Researching the internet, this is a growing problem with the Jetta. Pages and pages on the internet complained about the problem. Some dealers are replacing it under the federally mandated 80,000 emissions warranty. Others are not. It explicitly is covered in California and new york, where I purchased my car. I also discovered on the internet that this part is cleanable, which is much less cost than replacing. I understand this is under investigation by your organization. This early failure should be covered by the warranty but is not being implemented.
