1 Vehicle Speed Control problem of the 2002 Volvo V70

Failure Date: 04/24/2021

In April 2021 I drove my newly acquired Volvo V70 wagon from mississippi to my home in ri. Once I reached in and around nyc, the car began to surge forward as I applied the brakes at stop lights/signs. This became most pronounced at the gw bridge toll area, in high slow-moving traffic. Several times the car almost got out of control as the brakes were barely enough to stop the car from ramming into other vehicles. Cars and huge trucks were honking their horns as I broke, swerved, smoke clouds from high idling in neutral, and peeling rubber as I moved forward from standing still. I was trapped as there is no place to pull over to the sides to a breakdown lane. It eventually stopped surging but has threatened to do it in ri. I asked the mechanic about it when I had to get the car inspected. He basically said he would have to see the vehicle when it was happening. I am just funding out about recall information and filing a report. I really want to have any necessary repairs made because the car performs well otherwise. . . And I am hoping to give the car for my daughter to use as she starts her new job, but want to make sure it is safe first. I feel I would know how to handle it if it surges again (throw it in neutral, brake and pull to safe place, etc), but can't trust that she would be able to handle this emergency situation.

12 Vehicle Speed Control problem of the 2000 Volvo V70

Failure Date: 10/01/2013

My Volvo V70 has been dying immediately after starting the engine and has progressively gotten worse over the last 6 months. Have had two trips to a mechanic who repaired a few parts, but it didn't fix it. Problem continues. Recently, we were driving on the highway at about 65 mph and the car speed dropped to about 20 mph and couldn't go any faster and we had to pull over. This is a major safety risk. Now the car starts and immediately dies for about 4-5 times before it will start and continue running. There is a whirring noise coming from the electronic throttle when it dies immediately. I took it to a Volvo dealer and they said a recall for a software update was performed on my car in 2006 to lower the wear inside the throttle. Then Volvo issued a service campaign for the etm when it fails, but the campaign lasted until 200,000 miles or 10 years. So even though the car has only 94k miles and the recall software was installed only 25k miles ago, Volvo won't replace a critical part to the safe operation of the vehicle because the 10 years have passed. So the dealer and Volvo refussed to replace this part even though the etm already had a recall and service campaign in the past. 2 actions to address a defective part, but Volvo didn't fix the problem and I have a bad part in my Volvo that is unsafe.

14 Vehicle Speed Control problem of the 2001 Volvo V70

Failure Date: 05/29/2013

I started the car, placed the car in drive gear and idled through the parking lot traffic to the intersection but the car would not accelerate through the intersection though the condition restored after I pulled over and turned off the ignition and restarted it. As I was driving home the car started running very rough and was not able to get it above 25 mph. It also started to lunge forward sporadically and it seemed like it was going to stall at any moment. I contacted Volvo directly and they called it "limp home mode" and that's exactly what it was, horrable!!. I consider myself lucky that my children were not with me. Apparently Volvo recognizes the problem but are no longer fixing this ongoing problem. Volvo estimated that the fix would be on the low end $900. 00 up to about $1400. 00. 20 Vehicle Speed Control problem of the 2000 Volvo V70

Failure Date: 05/22/2012

August 8, 2012 I am sending this complaint concerning the service I received on a recall for a 2000 v-70 Volvo, campaign# r115 ( vehicle speed ), NHTSA -campaign# o6v441000, action # eaq-5021. I scheduled an appointment with a Volvo dealership. I went to the scheduled appointment and left my vehicle to be serviced. I was called from the dealership and was told my car was ready for me to pick up. After driving my vehicle for about 15 min max. It began unfortunately with the same symptoms I previously was experiencing. I called the service department where I apparently had my car serviced for repair and was told by the manager that I would be responsible for another diagnosis, and that it was probably something else, since the recall service was done I decided to call the: Volvocars. Us telephone #, @ 1-800-458-1552. I thought for sure, I would receive the support I needed . I did not. I was told once again, I was responsible for the repair. Very upset, needless to say, I proceeded once again, and called the manager at the Volvo dealership. I expressed once again, my concern with the service performed. In addition to the service, I had some questions concerning the service invoice . They have yet to be answered. I have adolescent children who are passengers in my vehicle everyday, and we would so appreciate!!! our car serviced as it should be, please, this recall reads more than an upgrade. Apparently this upgrade was completed, I beg to differ. Thank you for your time and consideration in this very concerning matter, as I look forward to hearing from your office. At your most earliest convenience.

25 Vehicle Speed Control problem of the 1999 Volvo V70

Failure Date: 04/10/2011

The car went into a "limp home mode" as I was pulling into traffic, causing several cars to have to swerve to keep from hitting me. I called Volvo and they said the 99 & 00 ( which I own both ) models had a recall on the part. I carried the car to the Volvo dealership and they said the recall was only to install a software update, not to replace the part itself. Well, they did the software upgrade and about half way home, 5 miles or less, the etc light came on again and the car went into the limp home mode again, barely making it home. I called the dealership and they said that the module itself needed to be replaced and was not covered by the recall ????? they told me it would be between $1200-$1300 to replace. This is extremely wrong and dangerous. As much as I can gather from reading complaints on Volvo forums, this is a problem Volvo has known about since at least 2004 and has affected about 200,000 cars. Is there nothing that can be done about this matter ?? please advise. . Ps. The VIN on my 2000 V70 xc is [xxx] , has 145,000 miles and has the exact same problem as the 1999 model. Information redacted pursuant to the freedom of information act (foia), 5 u. S. C. 552(b)(6).

26 Vehicle Speed Control problem of the 2001 Volvo V70

Failure Date: 04/05/2011

Throttle control malfunction NHTSA defect investigation #ea05021 Volvo V70xc 2001 placed into service on June 19, 2001. The car displays all symptoms of etm failure as described in the numerous online forums regarding this subject. The car lunges forward with my foot on the brake, lunges forward while slowing down and idles erratically as if I were applying the gas pedal over and over. I believe dyer and dyer Volvo is attempting to "wait me out" until the 10 years has passed for the warranty since there is only two months left on the clock. I purchased this car used and took it to dealer on the very next day with these complaints. They indicated that the car received the recall service "software update" in 2006. They lied to me and told me that they could replace the etm but only after I paid them $600 to clean replace the pcv flame trap. The technician (sam escobar) literally told me, that if I would pay for the flame trap replacement, then he could get the etm replaced for free under warranty - that this "just had to be ruled out to satisfy Volvo hq. " I next took the car to northpoint Volvo and they cleaned the intake under the 10 year warranty but still refused to replace the faulty etm. They indicated that the flame trap did not need to be replaced in order to recieve a repalcement etm but that "Volvo corporate" would not approve a replacement etm - only a cleaning. Again I believe I am just being waited out. I also have taken the vehicle to an independent Volvo-authorized and certified shop (Volvo of gwinnett) who have told me that they are 100% certain that I have a failed etm but that Volvo will not reimburse them for the warranty work at all - that they only let their dealers do this work to minimize the # of replacements. Every day this car displays these characteristics and Volvo refuses to replace the clearly faulty etm. Am I going to have to get in a fatal accident and die before Volvo does the right thing?.

33 Vehicle Speed Control problem of the 2000 Volvo V70

Failure Date: 03/22/2010

I own a 2000 Volvo V70 with 130k miles and the car intermittently cuts off without warning and/or it has difficulty starting. This occurs several times a week. There are also times when I try to start the car, it does not have enough power to move forward, spits sputters, and then cuts off. The local dealership, Volvo of charlotte, nc said it was the electronic throttle system (ets) and that my recall/replacement warranty ran out in February 2010. After notification of a problem existing in 2006/2007, I complied with the recall and the software upgraded shortly after the 2006 recall notice was received, but now Volvo will not honor the issue with the faulty software upgrade or replace the ets module. When I contacted Volvo USA, the representative said they have customers every day that are beyond the 200,000 mile or 10-yr in service date, and they won't help. For me to replace the module will cost more than $1,000. If the software and module are faulty, should they be responsible for replacing the units since they admit to manufacturing the car with the faulty component? cleaning the module does not work.

34 Vehicle Speed Control problem of the 2000 Volvo V70

Failure Date: 12/04/2009

While driving our 2000 Volvo V70 xc, the throttle began acting strange, requiring us to press much more than usual on the throttle to avoid the engine cutting out, while pulling out into traffic. The car was taken to the dealer, who diagnosed a faulty electronic throttle module, and I was told it would be covered under an extended warranty. The part was ordered, and in early January 2010, I returned to the dealer for installation. The car has been getting worse, and we have come very close to having an accident due to the faulty design. When the car was brought to the dealer for the warranty repair, they informed me that the car was 'warranty excluded', and would not be covered, due to the status of the title. My research has indicated that this is an extremely common problem, which there was a recall to recalibrate the throttle, but no recall to address the actual failure. This seems odd that Volvo would not honor the spirit of the recall.

35 Vehicle Speed Control problem of the 2000 Volvo V70
