Tl- the contact owns a 2003 Cadillac Deville. The contact stated that the vehicle would not start on several occasions. The sensor illuminated for the security sensor. The contact was able to restart the vehicle but the failure continued to occur intermittently and was progressively getting worse. The vehicle was not diagnosed nor repaired. The vehicle would not start more recently and the contact had to disconnect the battery to stop the horn from sounding off due to the failure. The contact was included in NHTSA campaign id number: 14v355000 (electrical system) and stated that the parts were not available. The dealer did not give a specific date when the parts would become available. The manufacturer was also contacted and could not provide an estimated date for when the contacts vehicle would receive the recall repairs. The failure continued while the contact was still waiting for the parts to remedy the recall repair and experienced the failure multiple times before receiving the recall notification. The approximate failure mileage was 100,000. Dyd.

The horn assembly was located inside the wheel and was covered with fine leather, during the winter time, the leather became stiff. The horn only activated in the summer time, and the lived where the weather was cold most of the time. Gm did not agree to help remedy the problem.

Due to location of horn, when horn is needed in an emergency situation, horn has to be depressed on right spot in order to activate it. The service department stated that this problem could not be remedied.

Horn is located on left side of steering wheel and cannot be used when turning steering wheel. Consumer feels that horn button is too small.
Horn is difficult to blow. Has to press extremely hard and grab in order for horn to blow at one particular stop on pad. Dealership replaced horn pad . This defect is still occurring, cannot attract attention of othe vehicle . This defect can result in an accident.

Extremely difficult to activate the horn on the vehicle, equipped with an airbag. Tt.
Horn button in air bag cover makes it extremely difficult to operate horn.
Vehicle's horn will not blow in emergency situations. The consumer had to find the right spot to blow the horn. The consumer believed that the air bags have something to do with the horn not initiating. Wants odi to further investigate.

Horn sensor is extremely difficult to locate in an emergency. Please give any further details.
Horn does not activate freely. Consumer has to depress it very hard, in a very small area, which makes it impossible to depress in an emergency. Manufacturer has been contacted about this design at least 12 times.
Location of horn makes it very diffcult to press and operate in emergency cases. Dealer claims it's the characteristic of the vehicle. Please provide further information.
