The bolt holding the lower part of the driver's seat belt to the vehicle (bottom part of "b" pillar) became detached, leaving seat belt attached only at upper mounting point. Seat belt was rendered inoperable. It appears that the bolt was not tightened during the assembly of the vehicle.
