I was driving home after a driving rain. The car made a screeching sound for several seconds and then the steering wheel froze while I attempted to turn right. This has happened multiple times. Therefore I do not drive in the rain. Also the problem persists even after the power steering pump has been replaced secondary to a leak.

Temporary loss of power steering when driving through standing water puddles. Nearly impossible to steer for about 10 seconds, then returns to normal. Dealer can not duplicate. Reports splash shield intact, drive belt is not degraded and has proper tension to power steering pump. But problem still exists and is a potential safety hazard.
I own a 2004 Cadillac Deville. Every time I drive through in heavy rain or through standing water in the road, the power steering malfunctions. I have had several near-crashes because I was unable to turn the steering wheel quickly. When this happens, I must unexpectedly exert a lot of strength to turn the wheel. This problem is definitely a safety hazard. I contacted my authorized Cadillac dealer and was told that the cause for the problem is the peculiar design of this vehicle which directs water from the road to the belt which drives the fan, alternator and the power steering pump. When the belt gets soaked with water, it slips on the pulleys and ceases to turn them, causing the systems connected to the belt to fail. The dealer was not able to correct this design defect. I request that this particular model be recalled because of the potential failure of the power steering system. Updated 05/06/09.

When the weather is rainy and roads are wet the steering locks up in a curve or making a regular right turn for about 3-5 seconds and continues moving but cannot be controlled during that time which is an opportunity for an accident. The car emits a loud shrill sound. This happened the first few times in November 2005 and brandon Cadillac replace the power steering pump. Florida rainy seasons ends in December and starts again in June, therefore the problem is recurring.
I own 2 1999 Cadillac Deville's. One in NY & one in FL. Both vehicles had the exact same problem. The power steering pump had to be replaced in both cars because of a grinding and difficulty in steering. This seems to be due to a defect that should have been recalled by general motors, and I should be reimbursed my cost of about $1000. For both repairs.
Consumer stated that has had numerous problems steering problems. Had rack and pinion replaced on 02/7/02 on 02/09 the power steering pump failed and was replaced. Pump failed again on 02/11. No problems until 12/4/02 when power steering pump failed again. Consumer is very concerned because in all instances the steering wheel has locked up while driving posing a safety hazard. Ts.
