2 Mid/rear Seats Assembly problem

Passenger side seat fails to lock and slams foreward upon deceleration, this is a design function according to bartow Chevrolet , seat must be forcefully slammed back, to it's full rear position in order to lock anywhere on the sliding carriage if the seat has been tilted foreward to access the rear storage area I. E. Install child in rear seat , slam passenger seat fully back, or it will not lock and will slide passenger into dashboard when decelerating ,even an adult would probably not survive an airbag deployment at point blank range.
