As an investigator assigned to the California highway patrol, multidisciplinary accident investigation team (mait) in sacramento, and as directed by the mait operations manual, this is to notify NHTSA/odi of the verified failure of a safety restraint system in a vehicle involved in a severe-injury traffic collision. On September 2, 2009, a 1998 Plymouth Voyager was involved in a collision in san joaquin county, CA. The registered owner/sole occupant in the Voyager sustained injury when his vehicle collided into the rear of a 1999 Chevrolet tahoe, at speed. The principal direction of force was essentially from front-to-rear through the Plymouth and the frontal damage was equally distributed across the full width of the vehicle. The front passenger's srs deployed, and the driver's srs did not. The driver of the Plymouth was restrained by his seat belt. A query of the NHTSA website indicated the Plymouth was subject to recall under NHTSA campaign 04v-480, and daimler Chrysler recall no. D17. The recall was the subject of ea04-013 of the odi. A local Dodge dealer confirmed the vehicle was part of the group under recall and had not undergone correction of the condition despite records of mailed notifications to the registered owner, of valley springs, CA. The driver of the Plymouth made no statement regarding the status of the srs warning indicator lamp prior to the collision, which is under investigation by the stockton area of the California highway patrol. Valley davison mait's preliminary investigation indicates that the driver?s srs components were in place on the vehicle. The consumer stated that 1999 Plymouth Voyager was recalled. Under 04v480000 and Chrysler # d17 concerning clock spring faikure. The dealership that the consumer spoke with said that they would not repair the recall for free because the vehicle was over 70,000 miles. The owner's recall letter stated that if the clock spring failsedthat the dealership will replace the clock spring at no charge regardless of the mileage. The owners vehicle the air bag light did not go off. The dealership was contacted about a month ago. Also, when consumer received the recall letter he not contacted Chrysler at this point, but had plans to do that. Consumer was concerned that the air bag may fail if the van was in an accident.

Recall #04 v 48 000/air bag clock spring: vehicle had the recall repairs done. Within a week the consumer states, " that the dashboard gauges stop operating, the air bag light illuminate again and the cruise control / horn become inoperative . The dealer was notified. The dealer wants to charge the consumer for a diagnostic check and possible charges for additional repairs.

Air bag indicator light illuminated. Dealer indicated there was a clockspring problem. The consumer received a recall letter for a 1997 caravan caravan he owned prior to this vehicle. The consumer contacted the manufacturer to let them know that the 1999 Voyager is also having clockspring problems.
The vehicle experienced the same defect as mentioned in NHTSA recall 02v293000; clockspring failure; the dealership indicated that this is the same problem but this vehicle is not included due to the VIN. Started with the clicking sound on the steering column, then followed by the air bag light coming on intermittently. After a day or so, cruise control and horn were not working. Clock spring was replaced and now all is working.

While driving, the air bag light illuminated and the horn/cruise control intermittently failed. Recall#02v29300. The dealership would not repair because the VIN was not included in the recall. The consumer was told the colck spring was the problem.
The airbag light stays on, the horn doesn't work and the cruise control won't work. All failed at the same time.
On our 19'99 Plymouth Voyager, the airbag light started coming on intermittently when turning the steering wheel to the left. After a few days, the light stayed on while the van was running and we noticed that the horn and cruise control also were no longer operating.
The vehicle was taken to the dealer because the air bag light illuminated and the horn would not function. The dealer's mechanic determined that the clockspring assembly was the cause of the problem and must be replaced.
While driving at 35 mph air bag light came on on the dash board. When air bag light illuminated cruise control and horn stopped working. Dealer found that the clock spring needed replacement. A recall for 1996-1998 model year vehicles was issued, but this vehicle was not included due to model year.

I own a 1999 Plymouth Voyager. Recently, our airbag light would come on intermittently while driving. Also, the horn would work intermittently as well. We have a friend that owns a 1998 Voyager and she told us that she had the same problem, and it was caused by a defective clock spring. She had her van repaired at no charge by the Chrysler dealership, as they had had so many complaints and incidents of this part failing that they actually extended the warranty of the clock spring on the 1998 model to a lifetime warranty. When we took our 1999 Voyager in for repair, we were also told that our clock spring was not working. However, the warranty was not being extended for the 1999 models, so the repair cost us $198. 00. We were told to keep our reciept "in case" Chrysler ever issued a recall or changed the status of the parts warranty in the future, so we could get a refund. Of course, I feel there is very little chance of that ever happening. My main complaint is that if Chrysler know that this part is defective, why they are not recalling the parts instead of waiting until there are so many complaints that they secretly extend the warranty, which gets them out of the normal notification procedures they have to do during recalls. This is a clear case of knowing a problem exists but doing nothing about it.
Vehicle was taken to the dealer because the air bag light illuminated. Also vehicle was taken to dealer for recall 02v293000 clockspring repairs. Dealer attempted to repair the problems under the recall, but was only able to fix the horn. Air bag light was still illuminating, and cruise control did not function. Consumer requested a call back.
Consumer took vehicle into the dealer for airbag light problem. Dealer stated it was the clockspring. It cost $275. 14 to replace the clockspring. The faulty clockspring also affected the horn and cruise control.

The fuel sending unit needle will jump from side to side and the light will come on/off intermittently. Ts the clockspring was inoperative, the fuel module needed to be repaired, the gas tank indicator light blinked and a tone sounded. The vehicle seemed fine for a while, but the problem had come back constantly. Scc.
1. The rear hatch leaked upon delivery. Three attempts were made to put some king of sealant on the exterior to prevent leakage. Some water damage to interior was never fixed. 2. Air bag light on due to clock spring failure. Waited for almost two years for Chrysler to issue recall while problem was being investigated by NHTSA. 3. Transmission failure at 115,800km. Estimated $1,800 to repair at transmission shop.

After recall repair of the clockspring, the air bag light illuminated, the horn sounded continuously and the lights remained on.
